Budget Savings Recommendations sent to Mayor and City Council

Dear Council and City Manager,

In these economic times it is an opportunity to evaluate some programs and ordinances that if changed or eliminated can add revenue to our general fund. The three to be considered are our primary election, CIA, and TIFA.

1) The recommended primary election calculation for the number of candidates will include the multiplication of times 3 to the number of positions open plus 1. 

10.102  Candidates; nominated at primaries, exceptions.

Sec. 4.2. Candidates for any elective office, to be voted for at any municipal election under the provisions of this charter, shall be nominated at a primary election,8  and no other names shall be placed on the election ballot for the election of such officers, except those nominated in the manner hereinafter prescribed; provided, however, that whenever the number of candidates for nomination to any office does not exceed twice the number to be elected to that office, then in such case, no primary election for the nomination of candidates for such office shall be held, and such candidates shall be deemed to be nominated to such office, and the names of such candidates for any such office shall be placed on the election ballot to be voted for at the next regular municipal election, the same in all respects as though the said candidates had been nominated at a primary election.

8.  It is mandatory that the charter provide for the manner of nominating elective officers, see C.L., 1948, sec. 117.3(b); Mich. Stat. Anno., sec. 5.2073.

2) The elimination of the CIA and TIFA. We understand the bond issue to 2011,

however, there should be no reason otherwise not to have city administrators and council making the decisions for the two specified areas in our city.
